Monographic Study Of Implementing Home Care Services In Mianyang Science City

With the accelerated increasing number of the aging population, the pension issues are extremely concerned. After a series of social security system reforms in China, the economic situation has been changed significantly for urban elderly. At the same time, the elderly care issues are increasingly prominent. On one hand, changes in family structure and the migration speed lead to weak family support functions. On the other hand, with the extreme elderly care agencies service resources shortage, the home care service came into being.Mianyang Science City(839 region) is the research, production and life base of China Academy of Engineering Physics. The resident population of Mianyang Science City is about 42,000, mainly by CAEP composed of workers and their families. The population of the old people rose up to a million in 2011,accounting for 25% of the total urban population. The aging problem of Science City is the most serious area of Sichuan Province. Science City Agency starts the home care pilot project from 2012. This project includes the establishment of home care information service platform, the construction of elderly day care center, the pension services community grid management and so on. After a number of years of operation, the project has achieved some success, but there are still many problems. The main object of this study is the home care services experiments in Mianyang Science City. This study analyzes the reality of demand about the elderly home cares services and the service supply conditions. In addition, it finds the gap between demand and supply, and improves the home cares services system.This paper includes four parts. Part Ⅰ, Introduction and theoretical research. This part introduces the background and the significance of this study, reviews the previous relevant literature, describes the research ideas and research methods, defines some basic concepts, and introduces some theories such as the public governance theory, the welfare pluralism theory and the theory of public goods. Part Ⅱ, The current situation of home care services in Mianyang Science City. This part introduces the home care services in Mianyang Science City, summarizes the effectiveness of the present stage of its work. Part Ⅲ, The problem and causes of home care services in Mianyang Science City. This part finds out the problem of current home care services, analyzes the causes from the perspective of the government and social factors. Part Ⅳ, Suggestions and conclusions. This part describes the suggestions to improve home care services in Mianyang Science City from service provision, service personnel and service evaluation.
