With the rapid development of urbanization process and the deepening reform c Urban Grassroots Administration System deepening, our country has great and profoun changes in terms of economic and social structure etc. The certain social organizatioi management system which social members are fixedly Subordinated to is gradually being broken. People start from "units" is gradually transformed into "socials". The role of community in people’s life and social management is increasing.How to effectively promote the construction of grass-roots party organization, consolidate the party’s ruling foundation and construct the socialism harmonious society is a major issue which the Party Central Committee has been concerning about and thinking since the reform and opening up. Since the 18th national congress of the CPC, the issue has been got further discussion and exploration. Under this background, the urban community party building work has been got a lot of attention. Creating "Owners Committee Party branch" is a new attempt to explore the new forms of the Community Party building. To explore how to combine with the role of Party branch and the owners committee’s function in the residential area and how to promote the playing role of "Owners Committee Party branch" in the community party construction work and community autonomy has become an important topic of our Party’s grass-roots organization construction and residents autonomy.This paper takes the community party building as the research object to explore how to play the role of the "Owners Committee Party branch" and how to strengthen community party building work. Firstly, this paper defines and describes the concept of Community Party building, "Owners Committee Party branch" and the basic relationships. At the same time, we take the present situation of "Owners Committee Party branch" construction in Hefei City Yaohai District Tongling village community and Lu’an City Six State Capital area as an example to make investigations and studies. Secondly, this paper analyzes the current situation and dilemma of playing the role of the "Owners Committee Party branch" in the Community Party building.
