Since the Third Plenary Session of the Eleventh Central Committee of CPC in 1978, China began to comprehensively implement the policy of "reform and opening up" with internal reform and opening to the outside world. Market economy with Chinese socialism characteristics has been gradually established. From 1990s, China's urban housing distribution system has begun to reform. One of the most significant features is that collective housing gradually reduced while residents of individual purchase of housing increased, resulting in the privatization of housing ownership.With the privatization of housing ownership is associated with the housing management marketization, housing maintenance and other management issues are no longer the collective responsibility. On the contrary, the one who own the house,namely the owner, can determine the property price unified funding on the specific situation and hire property companies to be responsible for the management of housing matters. In order to supervise the good operation of this "client-agent"relationship,the owners set up "owners committee" according to certain rules and procedures to supervise the performance of the agency's property and protect the owners' interests."Owners Committee" is the organization introduced to China mainland from Hong Kong since the 1990s, initially known as" property management committee.Owners Committee, represented the owners' direct interest on the one hand and monitor the property companies to carry the role of the agent's performance as well.,It is a very important organization which concerns the residents 'safety and quality of life. However,at present,the owners' committee of our country has a wide range of problems, including its legal position is not clear, the residents lack participation, the relationship between the owners and the property company is not harmonious, and the relationship between the owners, the property companies and the community is complicated under tension. In order to clearly understand the specific problems existing in the owners' committee of our country, and To find a solution to address these problems, it is worth our in-depth study and discussion.This paper has spent a lot of time interviewing the owner of District P, Owners Committee member, property company staff, staff of community and relevant departments to release and effectively recall a large number of questionnaire, to the fullest possible to correct and comprehensive describe the Problems existing in the Owners Committee of District P. According to the problems summarized in this paper,by using the most advanced theories and research results at home and abroad, we identify the root causes of the problem accordingly one by one, and then propose the solutions. I hope for our owners, owners of the property management, industry stakeholders, the relevant government departments' staff, and the academic sector, this paper can propose some meaningful ways and thinking.This paper adopted empirical analysis method. From the background of public management disciplines, especially civil society theory, this paper started a comprehensive display of the challenges in Owners Committee and the root causes of these dilemmas by analysis in Shenyang District P. Housing system reform, which marks the privatization of housing ownership and housing management market-oriented process is a top-down mandatory reform. Rapid reform in the housing system achieved optimal allocation of market resources, improved the rate of urbanization and other major goals, but also left many problems to be solved. For example, the relevant laws and regulations are not perfect, the traditional "big government, small society" concept still existed and the participation of public affairs was low. These are the reasons why owners do not want to participate in the Owners Committee's related matters and why community and property companies do not have clear the boundaries of the management Absence or excessiveness, and so on.These problems, Shenyang City District P facing, is the common problem of many Owners Committee in China. To analyze these problems and attempts to solve these problems is in the process of building owners of our country's great benefit. The author believes that although the Owner Committee exists in our country for nearly 20 years, from its source, theoretical significance and current situation, and many other points of view, it is still a new thing in our country social background. In order to solve the existing problems of the new things and help them grow better under the soil of our country, and even extend their implication to other parts of our society, we need to study and discuss them deeply and meticulously.
