Being a non-mainstream political formation, the oligarchy often appears in the political horizon since human beings entered in the political society.Robert Michels in his book " iron law of oligarchy " emphasizes : even socialist parties which believe in the democratic principles could not be a exception of ruling oligarchy.Based on the historical continuity of the political oligarchy, sporadic and inevitability, study on its macroscopic and microscopic interpretation is necessary. From the macroscopic point of view, the essay started from the connotation of oligarchy, which analyzes the characteristics and categories.Oligarchies could be divided specifically into four types:Warring Oligarchies,Ruling Oligarchies,Sultanistic Oligarchies and Civil Oligarchies.From the microscopic point of view,this essay Study on the the formation and evolution of Russian oligarchy since the 1990 s.Specifically, the analysis of the Russian oligarchy has two aspects of profound meaning : Firstly, it’s a meaningful study on developmental path of the Russian oligarchy.Secondly,the historical transition of the Russian oligarchy can give great inspiration to other countries in transition.The essay is divided into four parts:the first part discusses the connotation of oligarchy, mainly refers to definition, analysis of characteristics and categories. Not until the Putin government came to power, the oligarchy began to slowly decline in Russia’s political society. Ever since, the Russian oligarchy has gone through up and down in decades. The fourth part analyzes the transition process of the Russia oligarchy and tries to get some meaningful inspiration to other countries in transition. This research on the Russian oligarchy will provide some feasible suggestions and general valuable reference to the transitional country.
