Research On Present Situation And Promoting Countermeasures Of The Government’s Ability To Respond To The Network Opinion

With the rapid development of the Internet community, civic consciousness has made the network of public opinion to be a factor that can not be ignored, which is influencing the behavior of government. The increasingly intense expression of public opinion in network society has made the influence of the network society gradually spread, so that the network of public opinion has became more important in the network society.Network of public opinion is not only a few word book-phrase of net friend, but also it is an important way to express civic awareness, the government can no longer ignore the network of public opinion any more.Only properly respond to network of public opinion, the network of public opinion can be promoted healthy and the network society also can be operated orderly. In the beginning of the development of the network of public opinion, the Chinese government did not respond.But now it becomes more passive to respond. All these phenomena reflect the courage and determination of our government. How to respond to the network of public opinion promptly has become an important contemporary issues of the government, which is actively valued by the relevant experts and government officials.By initially focused thinking and analysis of the problems that how the government responds to the network of public opinion and selecting some representative, typical and timeliness cases, I study the current problems that how Chinese government responds to the network of public opinion. The study is not only to grasp the whole process of Baoding SARS event, but also collect the news and literature by the cross-subject study. All above is to make sure that the study can combine theory and practice. The main findings: Firstly, this text is not only to explain the meaning, features and communication carriers of the network of public opinion, but also summarize the content, features and functions of the government’s response,with combining the relation between the government’s response and the network of public opinion. Secondly, this text analyzes the development history of Chinese government’s responds to the network of public opinion, which includes the initial stage of germination,rapid development stage and mature stage. Thirdly, this text expounds the achievements of the current Chinese government’s responds to the network of public opinion, such as how the network of public opinion can get the government’s attention, how the network platform can improve continually,how the government’s responding ability can improve constantly and why the communication between the government and net citizens can be more enthusiastic. Fourthly, this text analyzes the problems, and the reasons why these problems exist in the government’s response. At the same time, this paper indicates four areas of reasons that includes the lack of a clear mechanism to respond, technical support, legalprotection and essential attention. Fifthly, to further improve the government’s response to the network of public opinion, this text proposes a series of measures such as improving the timeliness of government’s response, establishing the regulation of government’s response,updating the network technology to the network of public opinion and improving relevant laws.
