Research On The Content Of Government Information Promulgation In Major Emergencies

While our country is in the social transition period, the occurrences of various serious emergencies such as catastrophic events, public health events, economic and political events not only give a serious challenge to the government emergency management capability, but also bring up new demands to the work of government emergency information promulgation. Improving the content of the government emergency information promulgation has important theoretical and practical significance in enhancing the level of the release of government emergency information and promoting the successful settlement of emergencies. For the present fruitful researches at home and abroad mainly has been on the aspects such as the composition, requirements, problems and causes of the content of government information promulgation in major emergencies. Due to a variety of factors, however, at present many problems urgently need to be solved which is existed in the content of government information promulgation.This paper expounds the content of government information promulgation in major emergencies should include three phrases: advance content, intermediate content and afterwards content and adhere to the principles based on information quality, quantity and expression. With case analysis approach, the thesis discusses four aspects of government information promulgation such as the false content, incomplete content, unbalanced content and content deviating from public needs through the case of 2011 July 23 Wenzhou train collision and real situation of the content of government information promulgation in recent years. And it also proposes that concept factors, system factors, management factors and technology factors are reasons that why the content of government information promulgation is inappropriate. Finally, for these problems, it puts forward some suggestions in following measures. Firstly, government should strengthen the front-end control of the content of government information promulgation, including promoting the concept construction of government information promulgation, perfecting the laws and regulations, setting up the special permanent emergency information release organization, and enhancing the quality of government emergency management personnel. Secondly, government should improve the intermediate management of the content of government information promulgation, including widening the channels of the source of emergency information, strengthening communication and coordination of all departments, and regulating the audit and delivery of emergency information. Thirdly, strengthen the backend support of the content of government information promulgation, including improving the supervision mechanism of government information promulgation, and perfecting the system of administrative accountability and so on.
