The reform of the system of social management and the innovation of the social management has been referred to an unprecedented height. In May30,2011, the Central Political Bureau meeting points out clearly," to strengthen the social management and innovation, is related to consolidate the ruling status of the party, is related to national long-term stability and people’s life". With the acceleration of the transition of the social system, the hidden social problems and contradictions in the past are becoming increasingly apparent and sharp, a series of social problems has been appeared in the process of the innovation of the social management.The formulation and implementation of public policy is an interrelated and inseparable process. If there are only the high quality public policies without the good policy implementation, the policy also does not have any practical effect. In the process of innovation of social management, some problems could be made by some reasons in the process of policy implementation, the result is that it the policy may be difficult to effectively implement and the interests of the masses may be damaged ultimately.Kaiyuan is the only one city to launch the innovation of social management in Yunnan province, in the process of innovation of social management, there will be inevitably encounter many challenges and problems. This paper attempts to research with the perspective of policy implementation, through the literature analysis and field survey, to study the content of the innovation of social management is that balance the urban and rural development as a breakthrough point, strengthen the self construction of the government, strengthen social construction and improve the social security system. In the process of the policy implementation, Kaiyuan always adhere to policy idea of the people-oriented, the diversification of the policy implementation, the diversity tool of the policy implementation and the construction of the system of the policy implementation. But there are also some problems, some policies are not implemented, the subjects of the policy implementation are blocked, the object of the policy implementation do not understand the policy, the policies are not qualified. Based on the analysis of existent problems, then put forward the suggestions, Kaiyuan should further improve the quality of policy, perfect the system of the policy implementation, and optimize the subject’s behavior and the environment of the policy implementation in the process of innovation of the social management.
