The Study On City Community Governance And Chinese City Residents’ Community Self-governance Behavior

The development of social needs everyone’sparticipation, only rely on government is not workable, sothe idea of use city community’s help is emerge. The citycommunity self-governance is the key component ofChina’s democratic construction at the grass-roots levelas well as the significant subject under discussion. For theaim of studying the basic condition and the majorcharacteristics of the current Chinese city residents’community self-governance behaviors, which will providethe basis for our Party, our government and the concerningorganizations to lead the urban residents to participatethe community self-governance actively.The paper applies documentation method,questionnaire method, case study method, case studymethod and some other methods. The city communityself-governance is the method sight of the paper, it’s also talks about the history development of the community,and emphasized that the country’s community system hadcompletely replaced the JieJu system, initially formedmechanism of cooperation work. But our countrycommunity construction mainly driven by the government,and has developed the top-down social resourcesallocated situation. So the city community assume thegovernment’s administrative tasks, and also assume thedemand for residents and social autonomy.The paper surveyed three cities, Shanghai, Taiyuanand Linfen by virtue of the Questionnaire titled as CityReseidents’ Community Self-governance Behaviors, whichincludes the following variables like the attitude towardsthe community self-governance, the personality tendency,the cognition of the community self-governance. Thefindings are stated as follows. The main characteristic ofour city residents’ community self-governance behaviorsis shown in the low participation rate. However, theybasically have right cognition of the connotation ofcommunity self-governance and the positive effectresulting from it. And they are manifested in the findingthat these populations who approach old age, or have lowincome or have low education level participate the community self-governance activities more.Shanghai is a typical government-led residents subjectof the community governance mode. The paper is based onthe measures of Shanghai city community, and exploresits community governance outstanding achievements toprovide suggestions for inland areas like Shanxi. At lastput forward from three aspects: school, family and society,through the combination of three parties, cultivatepersonality qualities are excellent talents, provide a solidfoundation for community governance.
