Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed the construction of "the national governance system", there has been growing emphasis on social organizations, which dominant governance position has been gradually confirmed and considered as an important force to boost "the national governance capacity" constructivism. Social organizations have played important roles in the field of education science, culture and health, social management, social welfare, charitable and other aspects. As an indispensable power, social organizations have become the bridge and the link among party, government and the masses, promoting the economic development and the social progress.However, most social organizations are difficult to meet the needs of social governance since their developments are limited by their own resources and expertise. Social networks theory considered that the development of social organizations can not rely solely on their own. They should strengthen their external exchanges and establish good relationships with other subjects (government, community and business) within the system of governance. This is the only way for social organizations to have access to important material resources, knowledge and information in order to achieve sustainable development. Thus, social organizations can establish and consolidate their dominant position in the social governance.Now there is a question that how the social organizations can build their own external network system? With the basic idea of social networks theory, this paper will first put forward the relevant hypothetical propositions of the relationship between the organization networks and social organizational development (performance and innovation in two dimensions), then, the paper will discuss the hypothetical propositions from the political networks, community networks and business networks in three dimensions. Secondly, this paper will verify the resulting data based on the survey and field research. Thirdly, recommendations have been made by this article from organizational development stage and the government policy level, combining the related theory and empirical analysis.Finally, the main inspirations for this study are as follows:social organizations should contingently choose a combination of specific types of partnerships and their own stages of development to ensure their sustainable development, combining with the policy guidance of government departments.
