The Establishment And Exploration Of Township Government Performance Appraisal System During The Period Of Social Transition

In the Report to the Eighteenth National Congress of the Communist Party of China, it says, "We should improve the structure of administrative setup and geographical administrative divisions, experiment with the reform to place counties and county-level cities directly under the jurisdiction of provincial governments where conditions permit, and deepen reform of the administrative system at the town and township level. We should exercise government administration in an innovative way, increase public trust in the government, and improve its competence so as to make the government performance-oriented." At present, our country has been in the period of social transition with complicated social situation and various public sentiment. Township government is the last organization of the rural grassroots organizations in China and also has the largest number in the system of government. Directly facing the ordinary people, it undertakes the function of community-level administrative affairs and social management. The policy from the Central Committee should be carried out by township government. During the new period, the functions of township government have changed a lot. Under this circumstance, the township performance evaluation has great significance to administrative reform and transformation of government functions.Research turns out that the current township government performance evaluation of Cangnan County has a lot of problems, for example, the evaluation index is too rough, the economic index is overstressed and the One-vote veto index is not scientific. Moreover, other problems such as setting the target too high, neglecting to combine the long-term evaluation and the short-term one, assessing mainly by qualitative index and the problem of unitary subject also exist.Taking Cangnan County of Zhejiang Province as an example, this paper establishes the township government performance evaluation system of Cangnan based on the analysis of the township government performance evaluation theories during social transition period and the current situation of government performance evaluation. It uses Delphi Method to determine the weight of each index, and builds the process of the performance evaluation.A set of township government performance evaluation system for social transition period is established, including 5 first class indicators, which are economy, public service, culture, environment and the Party building,10 second class indicators, i.e. comprehensive economic index, real economy, investment attraction, modern agriculture, social services strengthening, social administration, cultural development, eco-environmental index, environment improvement and the Party building. By optimizing the weighting value,42 lird class indicators, such as the fixed assets investment, the urban residents housing curity coverage and so on have also been established.
