In our country, in order to achieve the strategic goal of building a moderately prosperous society, All levels of government are actively changing management concepts, transforming government functions, adjusting the organizational structure, improving behavior, Thus, government performance evaluation embarks on a practice stage. Compared with other local government, township government and the masses have broad, direct, close contact and become the ties and bridges of contraction and communication between the masses and organs of the state power. Therefore, assessing the performance of township government is particularly important. Construction of performance evaluation index system is the basis and precondition for scientific evaluation and the important component of the full implementation performance evaluation of the township government.Through summing up the theory of performance evaluation of local governments in China-related, drawing the successful performance evaluation of local government experience at home and abroad, This paper against the current performance status of the township government assessment and tries to build the township government performance indicators focusing on "service-type" system. The aim is to improve the administrative efficiency of township government, to improve its own performance evaluation ability, to enhances social management and public service functions; guiding the grass-roots cadres to know the government functions clearly and effectively, discharging the responsibilities and obligations of national cadres, establishing the correct direction, dutifully doing all the jobs and better service for the grass-roots public.The paper used the Balanced Scorecard tool to design the logical framework of the performance evaluation index system of township government and get the assessing latitude. Combined with the existing theory of index system of local government studies, it builds the performance evaluation index system of township government ,selects the index using a questionnaire survey method and determine index weight using AHP.The main conclusions of this paper are:firstly, based on the township government's function localization, take constructs the service government as a strategy constructed a set to have the function guidance villages and towns government achievements appraisal indicator system. And first-level and two levels of targets have the versatility. Secondly, the township government effective implementation achievements appraisal indicator system is also a complex systems engineering, must the overall evaluation. To the barrier factor which possibly meets in the implementation process, the paper put forward the related policy proposal.
