The author tries to combine community with public consciousness to make a line for public consciousness of community by making relationship with the characteristics between communities and public consciousness. That includes public consciousness of standard, public consciousness of environment, public conscious of responsibility, public consciousness of order, public consciousness of participation.There are five analysis methods in the paper- Questionnaire method 、documentation analysis interviewing method and comparative analysis to investigate the small and medium-size cities’ basic circumstance. The paper takes Xinxiang city as a sample and designs some questionnaires to sample inspection. Resident’s evaluation about their communities and the summery content is considered in investigation-papers. Some problems has been found: citizens’ mind and deed is hang upside down. The sense of belonging and recognition is only a little. And the feeling of responsibility and master need be deepen.Aiming at solution these questions, the author attempt to give some suggestions : first, making a criteria between government and community to protect the autonomy-organizations from infringement.
