With the further deepening of social management reform and the changing of the government’s focus, the significance of the community in city manangement and public services became more and more notable.Their work content, organization structure has changed tremdously, and it also has certain particularity of the society and complexity of politics. The leader of community always at the front line to do the work, they are the main force of the community construction, management and services,therefore, the quality and the moral level of them are directly reflects the overall level of urban community work, it affects the stableness between grassroots organizations and massive base.Although the community cadres team in our country has a rapid development, there still remains many problems due to some historical reasons. These problems have seriously hindered the development of community work in our country. How to build a high quality and professional cadres team in community and promote the health development of communities through strengthening its construction is an urgent need.It has far-reaching significance to govern the country according to the law in an all-round way, strengthen and improve the party’s leadership under the new circumstance.
