Study On Chen Yun’s Cadres Contingent Building Thought

Cadres contingent building is the significant content of party building. MaoZedong has pointed out that cadres are the decisive factors after fixing the politicalline. Therefore, Chinese Communist Party places emphasis on cadres contingentbuilding without fail in the long-term practice of revolution, constuction and reformand opening up.Chen Yun is one of the main members in the first and second generation leadinggroup. He acted as the central organization department minister for7years in theanti-Japanese war time, and the first secretary of the central commission for disciplineinspection for9years after third Plenary Session of the11th central committee. Eitherin revolution and war time or in the new time of reform and opening up, he put hisattention on the cadres contingent building and connected the marxist partyconstruction theory with China’s concrete practice. He had deeply andcomprehensively thought about party’s cadres contingent building and formed thecomparatively systematic cadre team construction theory.Chen Yun’s cadre teamconstruction theory is an important component of the Mao Zedong thought and DengXiaoping theory.The systematic and deep study on ChenYun’s thoughts about Party’s cadrescontingent building is helpful in deepening the understanding for the historicalposition of Chen yun and the theory of party building, for the organic connectionbetween Chen yun’s cadres construction thought and Mao Zedong thought, DengXiaoping theory, and for strengthening Party’s cadres contingent building andguarding against four big danger: mental slack, ability insufficiency, separation fromthe masses and pessimism and corruption under the new historical conditions. It also provides reliable, high qualityresources of cadres for the Chinese dream of building a well-off society in anall-round way and realizing the great rejuvenation of the Chinese nation and has veryimportant significance in practical guiding.This paper committed to systematically study on Chen Yun’s thoughts aboutcadres contingent building from the holistic view. It concludes the content about the thoughts’ historybackground and Chen Yun’s statement on the cadres’ important status and history. The second part disgussed Chen Yun’s thoughts about cadres’ ideological and theoreticalconstruction. It mainly consists of strengthening the ideological and theoretical study,strengthening ideological and political work and paying attention to the spiritualcivilization construction. The third part expounded Chen Yun’s thoughts about cadresstyle construction. It mainly contains the content about building close ties with themasses, carrying out criticism and self-criticism, enforcing democratic centralism,insisting on seeking truth from facts, strengthening the unity among the cadres and soon. The fourth part discussed Chen Yun’s thoughts about cadres’ system construction.It mainly consists of cadre selection and examination, usage of cadres, cadrespromotion and establishment and improvement in the management of cadres. Thefifth part stated the historical status and realistic significance of Chen Yun’s thoughtsabout cadres contingent building.
