Urbanization is a necessary step to achieve modernization, is building a moderately prosperous society, the rise of the Chinese nation’s key focus. After thirty years of reform and development, through several stages of development, urbanization, China has entered a new stage of development to enhance the quality, to achieve the new urbanization of the "new" meaning, we must promote the "five in one" construction, all-round accelerate the reform, while grass-roots social management innovation is the focus of particular concern in society.In the urbanization process, due to the long influenced "GDP" assessment stick, and local governments tend to be more emphasis on economic development, social management in many cases important in speaking, done minor, busy unnecessary embarrassment, many signs of affecting social stability can not be effectively curbed, the uncertainties increase, group events are prone to. In particular, the mass rapid urbanization, social stratification brought a sharp increase in the floating population, peasants are urbanization, lack of social justice, urban identity inferior to many new situations and problems with the grass-roots social management to the new challenges. Due to the construction of a long tradition of urbanization, government and academia have their problems and improve the way were widely discussed, but in the new big wave of urbanization, how to enhance the effective governance of local governments to strengthen rural into the dynamic phase of the city’s social governance, maintenance of grass-roots social harmony and stability, the relative but not more involved.
