Civil administrative capacity, not only directly related to the efficiency and qualityof government services, but also to the long-term stability and development of thecountry. Therefore, in this environment, all countries attach importance to the trainingand education of civil servants, especially for new recruits newly appointed civilservants, are trying to establish associated with the newly appointed civil servantstraining system, in order to create a number of outstanding civil servants. Moreover, atthe beginning of the civil service recruits to his political theory training,administration,Civil servants’ professional morality and other expertise, the trainingeffect is much larger than the stage of education and training after entry. Therefore, thenewly appointed civil servants training has become an important source of civil servicelearning, access to government productivity, enhance national competitiveness.In this paper, Baicheng City, Jilin newly appointed civil servants training as themain object of study, through analysis of its comprehensive system of Jilin Province andthe country reflects the newly appointed civil servant training,and providerecommendations for its improvement and development of countermeasures.The first chapter is the introduction to explain the significance of research andresearch status of newly appointed civil servant training.
