Studies On The Policies Of Current Natural Disaster Mitigation In China

Because of a vast, diverse geological features and a complexity climate, China is one of the worst country by natural disaster all over the world. In recent years, the natural disaster are becoming frequently, especially the catastrophes bring serious consequences to people’s lives, economic prosperity and social stability. As an important part of mitigation system in our country, the policies of disaster mitigation have playing an extremely important role in response to natural disaster. It has been proved by the mitigation practice in the Wenchuan earthquake. However, being insufficient and deficient in many aspects, Chinese policies of current disaster mitigation should be given more attentions to.On the basis of researches on the Chinese policies of disaster mitigation since1949, the present dissertation deals with three aspects as following.Firstly an overview of disaster mitigation policies is given the definition and classification of natural disaster,are cleared the meaning and development of the disaster mitigation policies in China, are described the ories of public services and risk managements are discussed in detial. Secondly, the main achievements and the existing insufficientces are analysed and the reasons are given respectively. Thirdly, the exploration of the solutions to improve the Chinese disaster mitigation policies is done the methods, as to construction the policies system to strengthen the policies theory, to clear government responsibility and to manage the disaster comprehensively are presented here.
