The Research On The Mechanism Design About The Moderate And General&Benefit Type Child Welfare

China’s census of2010showed that there were222.46million population who are0to14years old in our country, and China now has nearly one hundred million children desperately need help. However, the welfare system of our country is just the type of filling a vacancy at present, scattered in various fields of social welfare, which cannot meet the needs of the one hundred million children on the mechanism and the systemThis paper mainly discusses the child welfare mechanism. After the introduction of the theoretical foundation and literature review, the thesis explains the foreign child welfare system and makes evaluation. Then, this paper firstly introduces the pilot project called "director of child welfare"in our country, and expounds its implementation and the outstanding achievements in detail at present.The research were taken through questionnaire and interview method in Hefei of Anhui province to carry out the knowledge and opinion about child welfare according to the current situation. The research results were used for data analysis, knowing the understanding of the child welfare from the parents whose children are between0to14years old, and realizing the influence on the cognitive degree of the child welfare of these parents with different age, gender and culture. Then according to the actual survey results that the concept of the parents caring about the child welfare is weak, and the reality that the urgent demand for the child welfare in our country,the paper is to design the child welfare mechanism. At the end of the article, some suggestions and opinions were given for the future development of child welfare.Child welfare mechanism design is mainly divided into four major mechanisms:problem of trigger mechanism, the operation and management mechanism, prevention mechanism and supervision mechanism. First, in the problem triggering mechanism, the paper discuss the needs of the early stage of the child welfare, how to receive child welfare problem, trigger path, as well as the information acceptance in child welfare management center, and make clear the design of receiving the problem at the beginning and the middle of the child welfare mechanism. Second, the design is how to solve the problem. In the operation and management mechanism, the design of child welfare operation management departments at all levels are introduced in detail. Besides, how to run, cohesion and unity each department as a whole is clear. At the same time, the paper make clear that the role of every department in the trigger mechanism, as well as the various departments of the division of responsibilities, which successfully solve the problem of the child welfare. Third, the prevention mechanism is designed not only to solve the problem of China’s emerging child welfare, more to prevent children from the source problem, prevention of child welfare problems in operation. At last, the child welfare supervision mechanism, which must have a perfect supervision mechanism to safeguard the child welfare work and put an end to child welfare operation error.The four mechanism are interconnected and grasp the child welfare mechanism design as a whole from receiving, problem solving, problem prevention, operation supervision.
