In the reform and opening-up policy in China,with the establishment of the publishservice has formed gradually,the government function has changed.At present,our countrygovernment administrative management mode is turning to the service administration fromthe regulation of administrative gradually which aims at providing public cultural productionfor the society as well as efficient, convenient and personalized service,this function hasbecome one of the most important duty.Our state had defined the system of the public culturedevelopment during the2006.In recent10years,all levels of the government treat it as animportant role which made the appearance of the plans and the files of the culturedevelopment.These documents guide and support the public culture work.The construction ofthe public culture service system has became one part of our national developmentplans.Established a sound public culture service system could point out the direction of theprice of the policy support to strengthen the society status and exist meaning of the publicculture institution,guide our country’s culture innovation.As a national culture developmentwhich could not ignores,archives work has a lot of functions which contains historyrecording,civilization inherit,society service and bring benefit to resident. Archives work’smost important task is to provide efficient,high quality message to the government,all kind ofsociety organization and citizens to satisfy all users’requirements.In order to provide theeffecient, high quality archives information,archives department needs to improve serviceability which based on reality.In the information era,archive work has a special status toprovide public culture service and to protect citizens fundamental cultural rights,it has becamebridge which could connect the government and resident.In addition,it also has became animportant part of government public culture service.Therefore,it should undertake possibilitymore activity in the development of the archive message to create a beneficial environmenttowards the achieve service work.In recent years,following the more reforming,opening, the changing of the governmentduty and the gradually reopening archive career,the service object,means and thoughts hastransformed a lot and made a great progress,too.Nevertheless,there are too much issuesexisting in the archive works,for example:government always ignores the importance of archive works,the concept of the archive could not catch up with the step of the societyeconomic development,they just stand still and refuse to make any progresses whichabsolutely make a influence its effect in the public cultural service system;the lack of theresource of the construction could not afford the development;the system is not consummatedwould do harm in its development.All of these made the development produce a bottle neck.To solve these problems, through analysis and argument,I try to put forward thecorresponding countermeasures: first is to set up the "big file" service consciousness.Secondly is to improve the consciousness of archives personnel service.Thirdly,it archivedinformation service mode from four aspects: innovation, improve service levels, namely thehorizontal development service mode and strengthening the connection between the archivesand interactive; Longitudinal extension service category, deep archives service productdevelopment; Service details of excellence, make services more humanized, explore ways ofservice society, the people’s livelihood; Make full use of new technology products, make thescience and technology archives information service. The fourth,it could make the archivesinformation service system construction perfect. Among them, the author thinks that shouldbe more and more areas under the oversight of the department of archives information into thefile and set up the "big file" service consciousness, the use of the most popular social media tostrengthen the construction of the archives service make archives service affect the broader,more human, closer to the ordinary citizens of this relatively new academic point of viewThis article is under the government public service research horizon, the study ofarchives information service, which aims to exploring the process of building public cultureservice system problems in archives information service.
