With the rapid development of our economy and society, the further development of theinternational market, our country’s civil organizations have a larger degree of development.As the city’s transition from "unit person" to "social person", community has graduallybecome the main place of people’s activities, the basic unit of city management. civilorganizations to participate in the community construction, is not only the inevitablerequirement of political and economic reform in our country, and the intrinsic need ofbuilding a harmonious society. The continuous development of community is dependent onthe active participation in the civil organizations, the characteristics of the civil organizationdetermine that it is the department to provide the public service, undertaking the governmenttransfers part of social functions. Under the guidance of the government, community civilorganizations have fully participated in the process of community governance. Gradually theinteraction between the community organizations about the trust and cooperation has formedwhich can revitalize the community resources effectively and improve the efficiency ofgovernment management and reflect the masses demand and provide community service andstimulate the participation of community residents, prosperity the community culture, andpromote community autonomy. As the important organizations in the modern communityconstruction, the development of the civil organizations is becoming more and more attention.To promote the development of the civil organizations is an effective way to transformgovernment functions, a need to build a harmonious community, a necessary requirement tobuild a modern nation. It is imperative to handle the own development of the civilorganizations well, create a favorable external environment, and promote the greatdevelopment of the civil organizations. We should vigorously support and foster the civilorganizations. Give full play to the civil organizations in the transformation of governmentfunction and the construction of a harmonious community. Realize its role in the economicand social development, and guide the healthy development of the civil organizations.Most of the study of the theory about civil organizations involving in the community construction still stays in the primary stage at present. There is no substantial innovationstudy, and the starting point is more about developed regions and cities, less research for thevast number of second-tier and third-tier cities, small and medium-sized cities. Hengshui islocated in the north region of China, whose economy in Hebei province ranked lowly. Itbelongs to the less developed areas in the eastern of our country. The city of Hengshui has arapid development of economy in recent years, and the urban construction has madeconsiderable progress. The level of civil organizations to participate in communityconstruction also has very big improvement. Therefore, this article takes the biggest districtof Taocheng in Hengshui as the research object, some theoretical and practical problems arediscussed for civil organizations to participate in the community construction in this paper.Basing on this I analyse the present problems and causes, draw lessons from successfulcommunity management model, and put forward the corresponding countermeasures andsuggestions, providing the certain reference significance for other city’s civil organizations toparticipate in the community construction.According to the organization structure and content, this article is divided into threeparts: introduction, Main body and conclusion:The introduction part of this paper introduces selected topic significance, the researchstatus at home and abroad, research methods and related concepts briefly.The text is mainly divided into four chapters:The first chapter mainly introduces the basic concept of civil organizations, communityand community construction, expressed the properties of civil organizations. Introduces thedevelopment of community construction in our country and the necessity of communityconstruction and five theoretical basis of civil organizations to participate in communityconstruction.;The second chapter took thorough analysis about the present situation and the existingproblems of the community construction and the civil organizations in Taocheng district inHengshui city, found that the civil organizations exist the following problems: insufficientunderstanding of civil organizations; lack of the legal norms of civil organizations; a numberof problems with civil organization itself in the process of participation in community construction;The third chapter mainly discussed and studied the experience and significance of civilorganizations to participate in community construction at home and abroad, I selected thethree typical countries from abroad, the United States, Japan and Singapore. Theyrespectively represent the three typical mode of community governance. I chose three citiesof Beijing, Shanghai, Hongkong at home, whose community constructions get relativelymature in China, and they help a lot. Through successful community governance modelreference at home and abroad, we can sum up the countermeasure and suggestions to promotethe civil organizations to participate in community construction;On the basis of the second and third chapters, the fourth chapter puts forwardcountermeasures for the civil organizations to participate in community construction: thegovernment’s support is the guarantee, the self-construction of the civil organizations is thebasic requirement, the reasonable localization to the relations between the government andthe civil organizations(cooperation) is the key.The conclusion discussed the process of writing the paper briefly.
