Nationanity townships is peculiar to our country that minority exercising their right ofself-determination in a form of power at the grass-roots level. Nationality townships plays animportant role in protection of national equality, maintaining the reunification of themotherland, frontier stabilization and in various national common prosperity since itestablished. With the deepening of reform and opening up, the nationality township how toadapt to the new requirements of The Times, reflect the autonomy and characteristic in thedeveloping, together with the rest of the country to enter the well-off society in an all-roundway is the problem to be solved. Nationality township shall have the right of autonomy, whichis different from other core features of villages and towns, a nationality township is the sourceof vitality for sustainable development of township. But in reality, the exercise of autonomy inethnic townships lack of adequate legal basis, the nationality township autonomy has not beenimplemented, this has to do with nationality township system design goal is not consistent,also hindered the development and progress of ethnic townships. Therefore, the study ofnationality township autonomy is imminent.So far, the township is only the concept of academic autonomy in the national policiesand laws have no provisions on it. Few studies dedicate to it and just put forward the conceptof "township autonomy", not in-depth analysis of what is meant by "nationality townshipautonomy". Therefore, defining the nationality township autonomy naturally become the logicstarting point of this study.On this basis, the problem that why the nationality township needsautonomy ahead of us, as the value of the study appeal; what is Nationality townshipautonomy and why we need to study is for the purpose of understanding the characteristics ofa nationality township, promoting the construction of ethnic townships of rule of law, andpromoting the development of ethnic townships. The exercise of autonomy in ethnictownships status quo investigation is the combining site of theory and practice. Through theanalysising of the implementation nationality townships autonomy restriction factor putsforward nationality township autonomy under the rule of law. This is the purpose of this paperthat want to achieve.The article has five parts:The first part of the historical development process of the nationality township is the comprehensive combing.through researching the history of the township the township are anintegral part of the present and the development of evaluation.The second part defines the nationality township autonomy that namely the ethnictownship and township people’s congress in accordance with the law to enjoy the autonomousmanagement of the power of the internal affairs.The third part analyzed the rationality of autonomy in ethnic townships from two aspectsof theory and reality basis.It clear the significance of nationality township autonomy forethnic townships.The fourth part analyze the present situation of nationality township autonomy. This partcombed the law involving the nationality township, it can be seen through the history of thelongitudinal investigation that nationality townships has expanded the range of autonomy. Bythe methods of empirical research, the field survey the lisu dawn the township governmentand JiuHe bai township people’s congresses exercise autonomy status, the results of thesurvey shows that the exercise of autonomy in ethnic townships situation is grim.The fifth part analyzes the reason of restricting of nationality township autonomy’srealizing, it involvs the two aspects： law and system. Through the analysising of these tworeasons puts forward a basic approach to achieve autonomy, that is the nationality townshipautonomy under the rule of law.
