The professional ethics of civil servants, refers to the related conduct and ethicswhich national civil servants must obey when they implement governmentmanagement, administrate the public affairs, and offer public service. Professionalethics construction of civil servants in favor of improving party governing ability andperfect government’s social functions, it is also a important issue of governing for thepeople.With the intensification of the economic and political globalization, multi-valueand complex culture conflict deeply affect civil servants’ daily life and work. Sinceentering the new century, China was at complicated and volatile period of socialtransition, professional ethics development of civil servants faced with various crisis.These crisis not only affect career development and individual health development,but also affect government credibility. Each civil servants must have a goodprofessional ethics. But the professional ethics problems of civil servants areincreasingly prominent. In building a moderately prosperous society and promotingprofessional ethics construction of civil servants context, how to strengthen theprofessional ethics construction of civil servants under web environmentsdevelopment is attracted more attention.Based on previous studies, at first, this paper gives a summary of webenvironment and professional ethics of civil servants, definitude the significance ofprofessional ethics construction in web environment; secondly, analyses the situationof civil servants’ professional ethics construction, especially new problems whichemerged in web environment; thirdly, analysis and summary foreign experiences, thenlearn from them; At last, combination with my knowledge, on the premise of netenvironment, propose overall objectives, then put forward valuable suggestions bothfrom heteronomy and autonomy.
