| Civil servants are the backbone of the administration of state and social affairs,and strengthen the professional ethics of civil servants can accelerate them to perform the responsibility of administration,and improve the administration efficiency,and then according to law to carry out the state’s policy;and this will be conducive to the healthy and orderly development of the socialist market economy; conducive to carry forward the Chinese nation’s fine tradition and leading the social ethics;and be able to solve the social conflicts zealously,building a harmonious society and actively to maintain long-term stability.The old saying"Monarch to good morals,the people obey,Poor monarch conduct,the people effect".The professional ethics of civil servants occupies a central and dominant position in the entire moral fabric of society,and it plays an important role in social development and stability.Though the research on the professional ethics of civil servants,we found that the problem is mainly manifested in serving motives is not simple,lack of ideals and beliefs;the sense of public service is not enough,and the bureaucratism is flooding;lack of awareness of honesty,double-sided human phenomenon is serious;lack of sense of responsibility and work efficiency;corruption prevailed and so on.The reasons on the one hand by the individual factors,on the other hand,by the impact of socio-economic factors and institutional of buildings.The building of professional ethics of civil servants,not only should be based on the reality of our country,but also need to analyze the practice on the construction of civil service ethics of ancient and modern.Considered the Marxism as a guide,from political science,sociology,ethics,psychology,education,law and other disciplinary perspective to analyze the construction’s methods and measures of the professional ethics of civil servants.The main way to construct the civil service ethics are as follows:first of all,improve the professional ethics of civil servants education system,improving educational methods,including the development and improvement of the mechanism for training,training content,training methods and so on.Second,perfect the civil servants professional ethics construction system guarantee,including the system of recruiting,selection system,evaluation system,legal system,supervision system, security system,and other aspects of the sound and reform.at last,we must actively create a good moral environment,such as the traditional virtue,social morality, professional ethics of education;in public opinion,network media,community,and other aspects of publicity;encouragement of reward and punishment mechanism,as well as the leading role of the vanguard and exemplary.Though these measures to create a healthy,orderly,energetic and harmonious atmosphere to be uesd to promote the building of professional ethics for civil servants. |
