With the continuous development of economic progress, China’s comprehensive national strength continuously strengthened, urban and rural residents income level enhances unceasingly. Along with the satisfaction of material demand, the spiritual demand of people is also increasing. At the same time, due to the long-term economic mode and the supply system, urban-rural gap is widening, and conflict between urban and rural areas also highlights. The construction of the new relationship between the city and the country is a part of the strategic plan for the development of pubic and cultural products. Based on the trend of social development and the current single, lack of public cultural products supply, and the increase of the supply of public cultural products in the construction of the new relationship between the city and the country is not only an important content of construction of spiritual civilization, and can give full play to the advantages of rural to promote the new rural construction smoothly. Spiritual civilization construction, especially providing public cultural products is the key of the construction of the new relationship between the city and the country. And as the main cultivating way of spiritual civilization, the supply of public cultural products in the construction of the new relationship between the city and the country to improve people’s cultural quality, and civilization plays a vital role, and the construction of the corresponding path is worth to be weighted.In this paper, the government has made unremitting efforts on improving people’s cultural life level and narrowing the gap between the urban and the rural under the direction of the scientific development concept. However, from the perspective of cultural products supply, accounting for almost two-thirds of the total population of rural residents share less than a third of the national culture construction fund, and these funds mostly only stay at the township level, not really close to the farmers in daily life. In Jiangxia district, for example by the end of2008, the district resident population of630000, its area over1600square kilometers, only a library, museum collection of only154000copies. Not only then widely new peasant bookstore and mobile reading room, and even the wired network service center only12, cable television users reached only127300, just over half resident number. With just this part of the public cultural products still need to the user when used in a variety of related fee. This situation highlights the current urban shortage in supply of public cultural products, supply and demand imbalance, and rapid expansion of urban population and the slow growth of per capita cultural products supply demand contradiction.In view of the status quo of the current urban public cultural products supply, the government at all levels need to establish scientific and reasonable system of public cultural products supply decision-making to the be fond of according to the masses and the need of spiritual civilization construction, purchase or provide public cultural products. It needs both government fully ability to establish the budget according to the local financial revenue and expenditure, and need to plan for the supply of national public cultural products, break the regional restrictions, to urban back-feeding rural, support underdeveloped areas to developed areas to achieve regional circulation of public cultural products. At the same time, on the basis of local conditions to strengthen the construction of public culture, the government also needs to improve the benefit of the public cultural products supply. In addition, the supply of urban public cultural products to draw lessons from the experience of developed countries, the introduction of multiple funds and third-party forces to take part in the building supply of cultural products.
