With the aging and smaller size family in Shanghai, how to solve the problem ofthe supply of pension services in Shanghai and ease the aging pressure in thedevelopment of urban modernization is an important topic concerned by thegovernment and community. It is not only important for the harmonious developmentof Shanghai, but also for the demonstration value of solving the service problem inother domestic cities.This paper aims to the study of pension nursing emplyment status, especially thestability of the employment situation, to know the construction of the care team,explore the impact of higher mobility mechanisms, and provide the policy basis of thepersonnel training in Shanghai for the old service system.Based on the conduct field research of the pension agency nurses in the differentareas, different sizes, different attribubutes in Shanghai, we abtain systematic andcomprehensive scientific survey data about the employment of nurses, the privatepension institutions is less attracting and maintaining the overall employment than thepublic ones, but a clear positioning by special services of private pension institutions lead the direction of the development of the industry and maintain a strong nursingemployment stability; new entrants into the pension agency have a strong unstableemployment; migrant workers are willing to be stable subjectively, but have thestrong employment instability factors. Through the in-depth interviews with15nurses,we conclude the factors affecting the employment stability. Pension agencymanagement in order to reduce staff mobility and reduce the operating costs, they dothe statistical discrimination in the recruitment process on human characteristis suchas age, household. They tend to hire migrant workers and about50years old people,some of the pension institutions through the eatablishment of a harmonious workingatmosphere and improve nurses’s job satisfaction and nurses try to stabilize theimployee. Although most of the nursing staff think they have strong employmentstability, but since4050nurses faced a lot of difficulties because of the physical andlocal awareness in given period to exit the pension agency. In case of the increasinglysupply gap in the pension services, the management of the nursing take up a lot oftime of the pension agengy. But newly hired nurses are dismissed during theprobationary period because of the nursing work is not recognized and lack ofresponsibility and dedication, under the influence of strict management, the staffturnover rate inceases.
