Research On Participants And Environment In Third-party Evaluation Of Local Government’s

Because Western countries to develop and implement administrative reforms in publicadministration, the government performance management has attracted the eyes of the world.The implementation of reform and opening up,but also on government performance evaluationare explored, and the gradual introduction of management experience in the form of Westerncountries, our country will try to focus on the "performance evaluation form". Third-partyevaluation form was also born. Especially the third party does not belong to the organization ofgovernment departments involved in the assessment of government performance, and within thegovernment’s assessment of the way, the lower and the higher the assessment of different andinnovative third-party assessment the concept of representative government administration,began to try to customer-oriented, conducive to the transformation of government functions,to narrow the distance between government and citizens.Under the influence of this background,"Gansu Model" was formally launched in2004. The Gansu provincial government non-publiceconomy is very backward, and to change this situation, the government began to introduce athird party to assess the performance, creating third-party evaluation of government performanceprecedent. In "Gansu mode", whether the organizers, the main design evaluation, assessmentindex design or evaluation procedures are all innovation. However,"Gansu mode" introducedtwice and has not restarted. Local governments’ introduction of third-party assessment is aninevitable trend.This article is to analyze Local Government Performance third-party assessmentof sustainability issues. This article also summarize experience, and the "Gansu mode" in theparticipants and environmental problems existing in the corresponding recommendations in the hope to help the implementation of the third-party government performance to other localgovernments.
