Firstly, taking NPC representatives as a major study, this thesis analyzes the NPCrepresentatives affect public policies formulation on behalf of Chinese citizens.Moreover, the author makes a comprehensive analysis on their double identities:representative identity and citizenship, and he also focus on formulating ways and stepsof public policy in the combination with present development direction of China.Secondly, the thesis expresses a relationship between representation and expression ofthe popular by means of analyzing the proportion of the representatives to learn thestructure of the representatives. Taking Ulanhot in Inner Mongolia as an example, theauthor collects the information of local representatives and proposes a definition ofsubstantial proportion which means affecting factors of the representatives includingpower and wealth. Then, the author analyzes the representatives integrate public opinionpositively and influence formulation of public policy actively through advantages oftheir citizenship. In order to judge whether the representatives quota of a county isreasonable or not, it should not only consider the proportion of gender, nation, rural areaand urban area but more important point is whether substantial factor is reasonable ornot. According to this, the capacity in integrating public opinions of the representativescan be analyzed and the influencing extent in formulating public policy can beestimated further. At present, China is still in primary stage of socialism, the impact ofsubstantial factors on groups’ classification. Thus, whether the structure of therepresentatives is reasonable or not can be effectively identified in accordance with thesubstantial proportion of the representatives. The thesis consists of three chapters. Chapter one explains relations among citizens, NPC representatives and the formulationof public policy. Chapter two explores how the representatives affect the formulation ofpublic policy with their citizenship through analyzing the proportion of therepresentatives on the basis of systemic analysis. Chapter three further exploresformulation of public policies affected by the representatives.
