Public policy results from the choice of social value and the compitition of interests among different participants in the multivariate society. Public policy plays an irreplaceable part in the process of adjusting control of the market economy and managing the social affairs, as pulic policy taking the rule as distributor of public interests. Public policy formulation is the core link of the public policy system. Citizen participation in public policy formulation is not only an important content of citizen participation in political affairs, but also the representation of the spirit of public administration and civil rights, but also the necessary requirement for ensuring that public policy takes public interest as the orientation and for building socialist political civilization. Therefore, how to improve the quality and efficiency of public policy increasingly becomes an important issue which has attaracted serious concern of governments and all circles in society.The essence of citizen participation lies in ensuring that public policy can sincerely represent and safeguard the social public interests. Broadening the scope of participating public policy formulation for ordinary citizens can effectively promote the scientific and democratization process of public policy. In recent years, with the development of citizens participating in public policy formulation, our country has gradually adopted and established more flexible patterns and ways for citizen participation, and citizen participation in public policy formulation achieved a rapid development. Due to the political, economic, organizational and technical restrictions, there are many problems in the status quo and ways of citizen participation in public policy formulation at present. Compared with the developed countries, Chinese citizen participation are still low in both the quality and efficiency, which severely restrict the degree of citizens'participating effectively in public policy formulation. If these problems can not be solved effectively, it will be difficult to achieve the citizens'effective participating in policy formulation, let alone high quality or high efficiency. Therefore, we should think about the current state of citizen participation in public policy formulation rationally, make further analysis and exploration about the root causes of these problems, and seek the realistic paths of perfecting citizen participation in public policy formulation. It is of great value to achieve the target of citizens participating effectively in public policy formulation.This paper firstly investigates the realistic survival conditions of citizen participation in public policy formulation, and then rationally analyzes the problems in the process of citizen participation in today's China. Based on using the former people's achievements for reference, this paper summarizes the interest coordination function of public policy with the method of combining microcosmic and macrocosm, and then extends the analysis of the public interest-orientated theory of public policy. With the help of this theoretical analysis, this paper tries to construct the mechanism and path of achieving the citizen's effective participation in the public policy formulation in our country, from political, economic, organizational and technical aspects. Then this paper examines the realistic situation of Chinese citizens'participating in public policy formulation by means of comparative analysis, and makes a deep investigation on the responsibility and function of the government, social organization and the general citizens in the public policy formulation system. Finally, this paper tries to put forward some practical path of developing and perfecting the citizen participation in public policy formulation from the four dimensions of the political system, economic system, the construction of organizations in civil society, and the electronic participation as well as the skills of the electronic participation. The innovation is to analyse the critizen participation of policy making from the polical,economic technical and organizational dimensions of the four. At the same time, it also puts forward the strong economic organizations in policy making process intervention is also the important economic factor to restrict citizen participation.
