On Supervision By The Masses To The Work Style Of Grass-roots Government

When we are building a service-oriented government, a good work style isdefinitely necessary，especially as the reformation is in tough area and new problemscome about. Government of all levels paid high attention to the construction of workstyle since1949and they are incorruptible, efficient and pragmatic and people first. AsXi Jin ping has ever said that “Style construction will never end up”.Grass-roots governments, which serve the people directly, play a fundamental rolein the Pyramid of our political system. It implements policies and it feeds back. As thesaying goes:“No good building without a good foundation.” Obviously grass-rootsgovernments are so important that they influence the development of our country. Atthat time a good work style helps the governments serve the people better. Even thoughmost the grass-roots governments of our country work well, there are still some casesof bureaucratism, hedonism, formalism. These black sheep depress of both our partyand our government’s position in the hearts of the people.To keep good work style cannot rely on the government civil servants at thegrass-roots level from the perspective of administrative ethics to strengthenself-discipline, but also to strengthen the external supervision. The present supervisionsystem in our country, mainly including: Party supervision, NPC supervision, theadministrative supervision of the government itself and the masses supervision, etc.With the rising of civil subject consciousness and the new development of networkinformation technology, in the process of political democratization in China, with itsauthority and universality, the masses supervision is bound to occupy a more importantposition in the centralized supervision and form. Through the existing literatureresearch，there is no the special study of the working style of the grass-roots governmentsupervised by the masses. Pointing out the problem of masses supervision of thegrass-roots government work style in our country and gives countermeasures ofexploration is missing, so it is necessary to study on it.Firstly this paper interprets the intension of work style. Then it proposes the requirements and shortcomings theoretically and practically. Combined with westerntheories and local thoughts of the former leaders, this paper analysis some questions ofwork styles of grass-roots governments, including that people lack of self-conscious,that the supervision channel is not smooth and the unsound internal governancemechanism. Meanwhile it explores practical ways to solve these problems.This paper will use the method of literature and qualitative analysis. Based on thetheory and practice it comes up with some new thoughts. I would feel very honorable ifthis paper could provide a little value to masses supervising the government work style.
