The21st century is the knowledge economy era on the basis of knowledge, intelligence and innovation ability. In this era, capacity will become the main force to dominate and manipulate social development. It is a new management concept that the human resource management is based on people’s ability, which means all human resource management activities need to be centered on "capacity". Due to their status and job function, civil servants at the bottom level constitute the core of our service-oriented government, and as the underlying foundation of the civil servant "pyramid" in the government, their public service capacity have a direct influence on the public’s evaluation on government. The practice and explore of civil servants’improvement in the theory of Capacity Core Management (CCM) is essentially the reform and innovation of government human resource management.Based on the CCM theory, using comparative analysis, empirical study and combining qualitative and quantitative research methods, also with politics, management, psychology and relevant knowledge, this paper analyses the CCM concept, essential theory and implementation methods, it summarizes the achievements and shortcomings of the current government resource management, moreover it studies the present situation, problems and reasons on the case of district-level government, through the practice of other countries for reference, it tries to seek a practical way to promote the effectiveness of the district government human resource management capacity improvement.This paper is divided into seven chapters. The first chapter is introduction, which introduces the deep layer background of CCM, and analyses the significant meaning of improvement of government human resource management to social development. In the meantime, it brings up the inevitability and necessity of this study, and indicates the breakthrough and possible innovation.The second chapter reviews the domestic and overseas theoretical studies about CCM. To provide the feasible theoretical support and policy guidance, it sorts out the CCM’s development, concept, essential theory and implementation methods, and sums up the related theories.The third chapter expounds the characteristics of the current government human resource management, the achievements and the existing disadvantages of the present system. It puts forward the government’s target and content of human resources development.Chapter4takes District Government M as an example to introduce M’s human resource management situation and the situation of civil servants’ ability training, it points out the existing problems and analyses the reasons.Chapter5analyses the mechanism, capacity structure and the examinations, training, compensation incentive mechanism of the United States, Britain, France, Australia, Singapore and other developed countries’ human resource capacity training. It sums up with the significance of learning from these advanced management concept.Chapter6proposes countermeasures and suggestions to the district-level government’s human resources capacity construction and discusses about its rationality and feasibility.
