| As a traditional agricultural country, agriculture played a very important role inthe process of historial country development of China, so as to today. Agriculturedevelopment is essential to the rural stability and the living standard of farmers as animportant part of Sannong Problem. To promote rural harmony and increase farmers’income, agricultural modernazition is the right development direction. But the processcan’t be finished itself, relevant support policies, capital, technologies are essentialfactors. As the lowest level government, township government has close relationshipwith agriculture, and its public service ability to agriculture affects the speed andquality of agriculture modernization directly. Improving township government’spublic service ability is helpful to promote the development of agriculturalmodernization.This paper mainly focused on how to improving township government’s publicservice ability at the background of agricultural modernization. Firstly, the concept ofagricultural modernization and township government’s public service ability aredefined after researching on references at home and abroad. Related theories arefigured out as guiding thoughts of this article, and the special requirements togovernment public service ability are summarized nder the background of agriculturalmodernization. Following up, the functions and work responsibilities of townshipgovernment are summarized, and the widespread problems of township governmenton public service and reasons are discussed. Based on this, an empirical analysis ontownship government is carried out on the example of Zoushi Town, a town inTaoyuan County, Hunan Province, and efforts to improve township governmentpublic service are summed up. Finally, Based on the background of agriculturalmodernization, specific measures are put forward to improve the capacity of townshipgovernment in the public service in order to provide suggestions on multipleperspectives and directions. The measurement can not only promote agriculturemodernization but also maintain long-term stability in the countryside and improvefarmers’ living. |
