Promoting home care services is an important problem-solving to crack China’s increasingly aging. On this base we carry out the study of home care service system, effort to mobilize the enthusiasm of the various departments, and effort to solve the pension problem. The detailed contents are as follows:First, through the home-based care services work present research situation home and the analysis in abroad and domestic background, draw out the necessity of home-based care services.Secondly, according to the objectives and principles of home care service system, we use PDCA cycle theory to establish the organization system of community home care service, planning system, operating system, monitoring system. Organization is the core motivation, planning is layout and design, operation is to establish implementation, monitoring is the organization’s feedback, so as to form the higher quality of the secondary circulation.Third, taking the Mingxin community as an example, through the elderly living status and needs of the investigation, statistics drawn from life care is the home of old man’s most basic needs, but the medical care that they are most concerned about service. Through the performance evaluation of home care service we analysis the importance of monitoring system, gradually set up Mingxin community home care service system. The community gradually formed the basic operation of the pattern of social home care system, government support, communities rely on community participation.
