| Circular economy industrial park is the main form of circular economy at the regional level, and an important carrier of circular economy development in our country and realistic choice. The development of circular economy industrial park in the world is at different stages, such as the development of Denmark is relatively mature. But our country is still in its infancy. Therefore, at this stage, the construction of legal system should keep pace with the development of circular economy industrial park, making the development of the park in an orderly and stable legal system, so as to promote the development of circular economy in our country. Therefore, this article define the concept of circular economy industrial park clearly from the basic theory of circular economy and circular economy industrial park, to make an empirical analysis of the typical zone, comb a park in the reality of the problems existing in the process of development, to solve these problems, and draw lessons from foreign advanced experience, trying to construct suitable for legal system of circular economy industrial park development in our country, on the one hand, for the development of the park to build a good legal environment, on the other hand, provide theoretical reference for improving the circular economy law system.The first part of the article on the basic theory of circular economy and circular economy industrial park are discussed.
