Study On Legal Protection System Of Rural Drinking Water In China

As the basis for human survival and development, drinkable water resource is also the necessity for industrial production. In the18th congress of CPC, the slogan-people’s livelihood lies in the environmental improvement-was proposed for the first time. Natural environment of a country closely relates to its residents’ living standard and health, national prosperity and social stability. As an indispensable part of the natural environment, drinkable water resource has become an essential issue. In the past thirty years, great achievements have been made in various aspects, such as economic development, social stability and people’s welfare, since the "reform and open up" policy was put into practice in1978. Meanwhile, environmental problems frequently appeared in unexpected ways, especially the safety of rural drinkable water. Pollution and low quality of drinkable water are incompatible with people’s growing material and cultural needs and the development of economy and society. Since this problem has limited the overall living standard and quality of the rural residents in China, it is urgent to improve the quality of rural drinkable water resource to ensure its safety. Based on the investigations of the rural drinkable water situation in China and other materials, this thesis mainly focuses on the current situation and issues needed to be settled and gives feasible solutions.This thesis consists of four parts:firstly, the definition and analysis of drinkable water resource are given based on the rural drinking water sources theory and the significance of protection is pointed as well; secondly, access to the relevant information and get to know the basic insurance and supervision system and the advanced notion and experience on rural drinkable water resource protection in foreign countries; thirdly, summarize the current issues on rural drinkable water resource protection in China and analyze causes; lastly, in view of foreign experiences, propose suggestions on legislations to solve existing problems of rural drinkable water resource protection in China.
