Community Health Services is the foundation of primary health care, butalso is an important part of Urban Health, It is the basic link of primary healthcare. Since2006, the government of Beijing issued series of documents about thedevelopment and improvement of the urban community health services. On theinstitutional level, the implementation of community health centers to districthealth administrative departments belong expenditure management policy to allof its expenditures into the budget process sectors; To other typesof communityhealthservices,thegovernmenthasboughttheirpublichealthserviceproviders,and compensated for its zero profit of drug sales. Recent years, the city’scommunity health service system has made substantial progress, the increasingshift patterns and the size and content ofthe service makesthe community healthservice becoming more reasonable，and the function is more perfect, the qualityof staff is better and better. Scientific operation mechanisms and monitoringsystems make community residents can enjoy better and more humane public healthservices, at the same time, residents’ satisfaction with community healthservicesisalsoincreasing,whichhasimportantimplicationsforthedevelopmentof community health service system.Now，the health care system is developing in-depth,the community workbecame more harder, Fengtai District, is a city function expansion area, is theurban fringe, Because of its limited human resources, basic health care andpublic health services in the community Health tasks are more difficult. Shortof human resources is highlighting. In addition, with increasing workload，pressure and risks of community health service, Payment for performance makesthe treatment has become a more worrisome problem. China’s medical servicestandardsgraduallyareclosertotheinternationaladvancedstandards,butlowertreatmentleadslowersatisfactionofsomecommunityhealthserviceworkers.Thetreatment problem has prevented the primary health service organizations from attracting top talents. It makes the resistance of building of community healthservices become larger, and reduces medical worker’s passion for their work.This paper is based of the community health service institutions’ revenueof Fengtai District, I hope to use literature analysis, questionnaire method andcomparative analysis to grasp the problems in the integral level，and to givesome suggests against to the problem. I hope these advices will provide areference for improving the treatment of community health institutions in otherregions.
