| The Local legislation is an indispensable part in our system of socialist laws.The design and construction of local legislation program, to a great extent,determines whether it’s good or not. It also affects the democratic and scientificprocess of the local legislation. For over30years after the reform and opening-up,the local legislation of our country has made great progress in the long-timeexploration, which also boosts the development of legal construction in economy,politics, society, culture, and ecological civilization.On the whole, our local legislation program is under development now. It aimsat our complex national conditions of legal construction which is dominated by ourlong time “official standard†thought. Along with the deepening of our economicand political reform, local legislation is faced with new problems and situations,which are also the new issues and challenges of our legal legislation program.Therefore, the reform and improvement of China’s legal legislation program is oneof the important tasks of the current construction of the socialist rule of law. Only byestablishing a scientific system of local legislation can a legal program systemconsists of Legislative Law and local legislative law formed and can local legislationfunctions well.The theoretical study of the scientization of local legislation program is thefoundation of the of local legislation program. Through analyzing the traits and achievements Shanghaihas made in improving the local legislation program, it discards the dross and selectsthe essential and also summaries the rules and tendency.The local legislation of our country basically divided into bill, review, on offerbill, released four stages. Planning and proposal drafting legislation is put forward inthe early period of the bill, for quality and efficiency plays an important role inlegislation in our nation.The legislative drafting coordination is the new problems oflocal legislation. Initiatives is the necessary precondition bill into law, Review bill isthe key to the method, Legislative vote determines a bill can become law.Combined with the above practical problems, using the effective legislativeexperiences of Shanghai, Jiangsu and so on as reference and also referring to thelegislative system of other countries, this thesis puts forward some strategies andconstructs some specific rules in respect of legislative planning, drafting, reviewing,voting, releasing, supervising and evaluating. All these are aimed at improving thequality of local legislation and promoting the scientific development of our locallegislation. |
