"Twelfth Five Year Plan" period, China’s aging process of population will further accelerate."Twelfth Five Year Plan of Chinese Development on aging cause" and "Twelfth Five Year Planof Chinese basic public services system", also other related policy documents, vigorously calledfor speeding up the development of Chinese aging public service from level of the healthmanagement, and enhancing the quality of residents endowment.As society’s demand of publicservices design and research is increasingly thick, design idea and method of service is alsogradually on the rise and development.This paper combines the situation of the current development of health management inChina, and elderly’s urgent demand for public services of health management, also according tothe idea of Human-Centered design and related method of services design, research and designthe public service system of health management for elderly, While, in order to carry out theresearch work practically and easily, take the elderly patients and risk group of hypertension inBeijing’s urban community as example.The first part, through the way of interview, observation and questionnaire, investigate thedevelopment situation and social environment of the public service of health management inBeijing’s urban community, understand the elderly’s health maintenance consciousness andmode in Beijing city community, as well as their Cognitive, participation, evaluation and needson the health management and recreational activities.The second part, firstly, through in-depth interview and user observation, collect the target elderly’s information of needs and characteristics on health management; secondly, induce,integrate and analyze the survey information, construct the target public service’s entirerequirements list and user requirements list; finally, by constructing the user role, describing aday in the life of the target elderly, and drawing the customer journey maps,which reflect thetarget elderly’s experience of taking part in the existing health management, research and showthe life form of the target elderly.The third part, based on the results of social survey and user research preceding, through theway of theory analysis and service design research(using the methods of "service blueprint" and"storytelling"), research and design the public service system of health management for elderly,including confirm the basic content of the service, process and mode of the service, serviceplatform, functional plate of the service system, and the contact point of the service(requirements of development on the system soft and hardware parts).The fourth part, based on the results of the public service system’s research and designpreceding, as well as the corresponding requirements and characteristics of the target elderly,using the related thoughts and techniques of industrial design, work on the design of the corehardware of service contact point, including put forward a concept of home product clusters forelderly’s health management, and design a desktop center equipment for health management anda portable equipment for health management.
