| Our existing channels for expressing interest and demands facing many challenges, these challenges are performed in follow theree aspects:imbalance of government’s channels for expressing interest and demands, greater uncertainty of traditional media channels, lacking of standards in new channels for expressing interest and demands. So, this paper set Tianjin Practice H District T Street’s "new era mass interests and demands mediation mechanisms" as a case to study the organized expression of the interests and demands of urban residents. From the functional point of view, firstly, the interests and demands mediation mechanisms gained essential hardware and software resources from government to adapt the environment. Secondly, interests and demands mediation mechanisms committed to addressing the demands of living in the "urgent, difficult, resentment, dangerous, suspect" issue; on the one hand to achieve the interests of the residents’ demands for mediation, on the other hand it plays a role of a bridge between the government and residents. Thirdly, the mutual understanding between residents got much deeper during the operation of interests and demands mediation mechanism, which is also promoting public awareness of community integration. Fourthly, the interests and demands mediation mechanism defuse potential social crisis through response the interests and demands of residents timely, which re-directed those extreme expression way to comply with rational social track. From the perspective of symbolic interaction theory, firstly, the most significant interaction of interests and demands mediation mechanism is between residents and public opinion receptionist. Receptionist plays the dual role of spokesman for the residents and government functions’ agent, which makes this interaction more close to the demands of residents. Secondly, the interaction between the residents and the receptionist is mainly manifested in the form of interviews. Interview is a flexible interaction that could be accompanied by receptionists’own experiences to achieve the goal of interests and demands mediation more smoothly. Thirdly, the questionnaires analysis of interaction between residents and the receptionist showed that the receptionist give more consideration to the issue from the perspective of the community and other residents, in this regard encourages them to know and respond to the demands of the interests of residents effectively, on the other hand demands mediation work also promotes them to have such faith. This paper argues that the mechanism of H district T streets in Tianjin are expressing interest and demands a quasi-government channel, it inherits the government’s organization, rules and regulations to obtain the necessary resources to run, on the other hand the voluntary participation resident combines the advantages of both government and residents. The opertation of interests and demands mediation mechanism is base on the interaction between residents and the receptionist. Due to receptionists interacts within dual identity for oth makes mediation much more close to residents’ life. In future, interests and demai mediation mechanism should strengthen its supervision and restriction to government departments in order to improve the efficiency of response to the demands. It should also attract more residents to participate in this channel, which will achieve long-term healthy development of mechanism. |
