Xinjiang Production and Construction Corps (XPCC) as a special organization to shoulder the responsibility of reclamation and guarding the frontier areas since the establishment, has made tremendous contributions for regional stability, national unity and economic development. However, compared with developed countries and regions as well as other domestic provinces, the XPCC’s industrial structure is still in a relatively irrational state restricted the further economic development of the XPCC due to geographical, historical, cultural and other reasons. So, the transformation of industrial structure is still the key to economic development of XPCC."Twelfth Five-Year" period is a crucial period Corps to achieve leapfrog development and long-term stability, to achieve leapfrog development, complete the "first two","Two and strive to" goals are to speed up the optimization and upgrading of industrial structure to adapt to the economics of XPPC’s strategic development needs, and therefore the study of the Corps industrial restructuring is particularly important.We comprehensively and systematically explore the industrial structure’s transformation from the point of the environmental conditions, constraints, effects of industrial restructuring of the XPCC. First, we outline the course of industrial restructuring and the status quo of industrial structure, and analysis the problems of industry structure of XPCC; Secondly, we analysis effects of the industrial restructuring of XPCC based on the perspective of industrial structure effect, factor allocation effect and the effect of economic growth; then, we analysis of environmental conditions and constraints of industrial restructuring according to the XPCC itself; Finally, we proposed the path of industrial restructuring from the XPCC’s reality and the conclusion that we draw from the research.Through analysis, we draw the following conclusions:(1)the structure proportion of primary industry is larger and its internal structure is irrational; the structure restructuring process of secondary industry is slow and low industrial quality; the development of tertiary-industry in small-scales and low-level; the development of the industrial structure excessive dependence on resources, and inefficient use of resources.(2) from the perspective of the industrial structure effect, the industrial structure benefit is poor; from the perspective of allocation effects, factor allocation is unreasonable; from the perspective of economic growth effect, economic growth effects is low in the industrial structure transformation of XPCC.(3) XPCC’s special institutional mechanisms, resources and support’s not strong, and technological innovation’s poor are the constraints of the industrial structure transformation.
