In recent years, Emergency management is the focus of academic research in thefield of public administration. Multiple collaboration has become a trend in dealingwith the emergencies. How multiple participants coordinate has become the key toimprove effect of emergency management. In emergency management of cooperativepattern, the government is the leader, under the impetus of the government, profitorganization、non-profit organization、the public and media, all of them cooperate asto construct the multiple cooperation pattern. However, because of multipleparticipants have their own interests and operation rule, cooperation mechanism willbe in disorder, and it will affect the effect of emergency management directly. We arerequired to establish multiple cooperation mechanism efficiently by law、system、policy and culture. With support from all kinds of system resources and coordinateother efforts, we are looking forward to further raise cooperation ability in each stageof the emergency management and minimize the possibility of multiple cooperativedisorders as far as possible.The main methods of paper which have been used are document research,compared research. Stakeholder theory, coordination theory, polycentric governmenttheory, and community theory provide a strong theoretical support for thediversification of emergency management subject. The paper defines the rights and liabilities among the multiple participants. And then explore the reasons why multipleparticipants disorder in responding the emergencies. These include the lack ofguarantee system, the sense of cooperation, and the capacity of emergency responseand so on. Then I will analyze the deep seated reasons for these problems. Finally, onthe basis of the experience of the western developed countries, this paper will putforward the strategy of multiple participants’ cooperation mechanism.
