Since the reform and opening up, the development of Chinese society suddenly accelerated. Along with the rapid development of science and technology, the rapid popularity of the network and the growing ranks of Internet users make the network play an increasingly important role in China’s political life, which greatly promoted the country political democratization process. On the one hand, with the people’s demands to safeguard their legitimate rights and express their willingness increasingly strong, the network becomes an important channel for the general public to express their political will of the government, pass awareness of political participation, and influence government decision-making. On the other hand, with the construction of the reform of the political system and democratic institutions, the network becomes an important way to improve the democratic system of government and officials, enrich the forms of democracy, expand democratic channels. Therefore, as a new way of political participation, the network of political participation greatly affects the political life of our citizens. Of course, political participation not only has its positive side, but also has many negative aspects including the Network irrational issues of political participation.The paper makes empirical analysis of the irrational problem existed in political participation of our citizens, and combined with the development of the current network of political participation and its impact on the political reality, this paper also puts up operability countermeasures of rational political participation operability countermeasures. This paper is divided into six parts. The first part is an introduction. It describes the origin and significance of this topic, the research status, the research ideas, the innovations and the potential deficiencies. The second part is an overview of political participation and development. It discusses the definition, forms, causes, factors and functions of political participation, and thus elaborate briefly the connotation, basic form, influential factors, function of online political participation which is a new participation channel, and makes concept of irrational political participation, thereby provides good theoretical foundations for the full text. The third part is to make a brief analysis of the non-rational participation problem existed in current political participation. The non-rational participation’s main phenomenons such as network political rumor, network political obedience and Internet group polarization are specially analyzing, as well as their harms. In addition, the other phenomenons of non-rational participation such as network political fanaticism and political apathy is briefly analyzing. The fourth part is to analyze the cause of irrational network political participation from the aspects of network, users, politics and society. The fifth part analyzes the enlightenments that we can learn from the current effective policies and measures of foreign rational political participation. The sixth part is to summarize and organize the countermeasures of building rational network political participation in China. On the basis of the reasons analyzed above, the enlightenments of some foreign effective policies and measures, combined with our own national conditions and characteristics, this part puts up suggestions and countermeasures from aspests of network, users, politics and society.
