Expression in cyberspace has occupied half of the country’s expression, but the network space balance protection of freedom of expression and restrictions on where and how to put the balance point, that in the end is a little more protection or a little more restriction and how to protect and how to restrict, which has plagued the management of the internet. Based on the practice and theoretical achievement in other countries, and based on the domestic and the existing problems, the paper is to explore suitable for China’s internet expression patterns and specific practice of freedom. That the government regulate the network space of freedom of expression in China should take a tolerant attitude and cooperation, relying on the "attitude" to repair the space regulation of network freedom of expression in china, and we should focus on support and encourage self-discipline.The first part of the thesis is to make a scientific definition of freedom of expression and the internet, and then analysis the characteristics of the network expression, by which is to highlight the network freedom of expression space constitute challenges to traditional theories of the protection of freedom of expression.The second part of the thesis is to analysis the value and limitations of reason in the network space, then pointing out that the protection and restriction of freedom of expression in cyberspace is coexisting. Cyberspace the freedom of expression can be a healthy development, which is relying on that we must achieve the balance of protection and restriction. In this paper, the author puts forward a train of thought, which is protection is in the first place,and on the basis of this,then the limit in the limit.The third part of the thesis is to undertake the second part, and analysis foreign countries in the network space, where protection of freedom of expression and restrictions on how to pursue the balance? Analysising limit position and limitation of the principle of freedom of expression.The fourth part is to analysis the management experience of internet of foreign countries,and evaluate three management mode evaluation, which include Germany\Singapore as the representative of the role of government and the United Kingdom as the representative of the industry self-discipline mode and American as the representative of the industry leading mode.The fifth part of the thesis is to discuss China’s present situation and defect free expression on the standardization of network, from three aspects of legislation, administration and self-discipline, one by one analysis.The sixth part of the thesis, to discuss the management of the internet in China should take a tolerant attitude and cooperation, and then on the basis of the "attitude", discussing how to repair the defect of China’s internet management, putting forward countermeasures and suggestions on how to improve China’s internet management and standardization from three aspects of legislation, administration, countermeasures.
