China's Urban And Rural Planning In The Study Of Public Participation In The System

At present, as china's rapid economic development, living environment of continuous improvement, a large-scale urban and rural construction and the increase has been old-urban alteration, arising from improper planning of the adverse effects on the environment are gradually highlights. Urban and rural planning properly or not of great significance to environment protection, urban and rural planning in the course of the introduction of public participation in the planning system is the prevention of misconduct, one of the main way. The planning process in urban and rural areas in order to achieve environment benefits and economic benefits of reunifecation and to broaden the scope of pubic participation is the only way and channel. And this can not be separated from the effective protection of the law, so the establishment of China's urban and rural planning, public participation in the legal system with the urgency necessity. However, China's January 1, 2008 come into operation on The Town and Country planning Act, although the legal basis of the original planning of urban and rural environmental problems have given more attention, but the provisions of public participation in the system, there are still many defects is extremely detrimental to improper control of urban and rural planning to environment impact. Therefore, the main purpose of writing this article is that through the current legislative status of the urban and rural planning, analysis of legislative proposals and measures.Part of the body of this paper to raise question in order to analyze problems, learn from the experience of problem, solving ideas, divided into four parts as follows:The first part is the urban and rural planning and an overview of public participation in the system. This part of the system of urban and rural planning and public participation in the system of basic concepts such as the introduction and determination of this concept and related concepts were defined and compared through a clear public participation and the concept of urban planning system and the characteristics of urban and rural planning acts impact on the environment as well as in urban and rural planning application process for public participation in environmental protection system. I believe that public participation in environmental protection will help to overcome the government and the market failure phenomenon of the dual administrative efficiency and improve the environment, urban and rural planning in the process of public participation in the application system, as well as environmental protection and implementing the principle of prevention.The second part is the current system of public participation in urban and rural planning of the status and problems. This section is the current system of urban and rural planning and public participation system in the urban and rural planning application to analyst of our current system and practice in the system deficiencies. Through this part of the analysis for further study and improve the public participation system in the urban and rural planning lay the foundation for the application.The third part is the system of foreign—related presentation and analysis. This sections of the United States, Britain, Germany and other four countries the system of public participation in urban planning analysis of the application. This paper focuses on countries in the formulation of urban and rural planning procedures and public participation in the planning process and methods involved in the test of time, on this basis, a summary for reference, I have been involved in the procedures and methods.The fourth part of the urban and rural planning to participate is improving the vision system. This section is the second part of the thesis put forward by the problems and deficiencies in the system to build.
