The issue of "The ordinance of the work of appointing cadres of our Party and country (In January 2014) " is of great significance to the appointment and selection.Actual performance and grassroots-oriented selection play a valuable role in the cadre selection and appointment.Programmatic selection process can effectively avoid arbitrariness. Compared with the examination-oriented score we focus on ability and quality of leading cadres.The research object is competitive selection of cadres.This paper use theory about management science and talent assessment.The writer try dividing the competitive selection of cadres into four links:examination, assessment, investigation and evaluate feedback.The writer think that there is five countermeasures by analyzing the problems in four links in this paper.The system for nominating and qualification are good to competitive selection of cadres. Assessment link should be pay attention to basic-level leadership, performance and achievements and personal morality. Investigation link should be open the whole process to improve the authenticity of competitive selection of cadres. Evaluate feedback link should be combine qualitative analysis with quantitative analysis. Strengthen the empirical analysis research will help us to check the validity and reliability of the test. Finally, during the probation period we should be pay attention to personal morality.
