Participatory Guide:the Effective Realization Form Of The Government To Promote The Development Of Rural Industry

The construction of new socialist countryside is a long-term and arduous task, improving farmers’ life and developing economic of rural city is the key of the new rural construction. To seize the development opportunities, local governments actively adopt various measures to adjust the structure of agricultural and develop rural industry, so giant changes are taking place in rural areas. But coming to the reality, the government’s guidance is not always effective, sometimes will promote the economy of rural city, and sometimes will hinder its development. Therefore, to guide farmers moving towards modernization in a better way is a major issue, it is very important for the government to grasp the direction of the policy and the intensity of the guidance accurately.This paper selected a traditional north village as the case in the Loess Plateau south-central of Shanxi Province. It illustrates the process of the developing rural industry. How the government shift its working, deal with farmers, turn vegetable greenhouses industry from "spark" to industrialization. On this basis, this paper discusses the government’foundation of development, working manners and the mover structure in the process of guiding rural industry, and then concludes the effectively guidance mode of government.The paper describes the four stages of developing vegetable greenhouse industry. Fist, before vegetable greenhouses entered the village, the government implemented the top-down project and failed, so the government quitted involving in rural affairs, eliminated the obstacles for the new industry. Then, the demands from farmers became the trigger point of vegetable greenhouse industry. The government shifted the working manners and worked as the perspective of farmers, thinking in farmer’s way, all this made the vegetable greenhouses industry could "root" in this village. And because of the finiteness of farmers’ ability, it provided an opportunity for the government to involve, a series of policy support made the vegetable greenhouses could "blossom". While the development of vegetable greenhouse industry came to a bottleneck, the government adjusted the function configuration and overcame the insufficient power during the industrial development, and then vegetable greenhouses realized industrial production. And all this resulted in vegetable greenhouses "beard". This paper demonstrates "participatory" guidance in a further way, which refers during the emerging and solving of problems of the rural industry, the government and farmers united as one, the government policy and the farmers’ wisdom realize the benign interaction. When the rural industry is in different stages such as:appearance, formation, development, maturity, the government should play different roles:leading, organization, coordination and service. Specifically, to realize governments’ effective guidance, the foundation is to respect farmers’ demand, the key is policy support, the power is optimization of function, peasant self-government organizations is effective supplement.
