Twenty-first Century is the management of the time, in a sense, only the importance of human resources management, to make the government departments of the normal and orderly operation. At present, in order to meet the requirements of the public credibility of the government and the public service quality and efficiency, all levels of government abroad have carried out performance appraisal management, improve the efficiency and effectiveness of administration. Through reference and learning the successful experience of management, and its application to China’s government departments, has been to improve government service quality.Analysis of the subject of the first discusses the status quo of the management of civil servant performance appraisal of Liuzhou Municipal Bureau of State Taxation and problems. Secondly, discusses the research on the construction of Liuzhou Municipal State Taxation Bureau of civil servant performance appraisal management system. Including the design of civil servant performance appraisal system of PDCA based on the principle of the civil servant performance appraisal system, and the content of the civil servant performance appraisal system based on PDCA. Finally discusses the implementation and guarantee of National Taxation Bureau of Liuzhou civil servant performance appraisal management system.The scheme is to apply the PDCA theory to the performance evaluation management system of Liuzhou City State Taxation Bureau of civil servants, and in the performance appraisal system of planning, execution, inspection and treatment results of each stage are enacted provisions and target, through the analysis of the various stages of the study, and the results of comparison and demonstration, the feasibility of performance appraisal system of scientific, comprehensiveness and accuracy.
