Research On The Service-Oriented Village-Level CPC Organization Construction

Village-level party organization is base for the CPC to connect, organize and propagandize the rural areas. It is the fortress to carry out CPC’s policies in rural areas. With the development of the socialist market economy and the deepen of rural economic structure and social structure as well as the processing of democratization, the traditional administrative order can no longer be accepted by the masses, therefore, it needs higher demand for the CPC while leading the masses. The village level party organizations can no longer execute their administrative power as they used to. Since the executive space has been harrowed down, in this background, to achieve the core leading function of CPC, a transformation of working philosophy from governing to serving is required. Through the emphasizing on service to enhance its cohesive force, influence and controlling force, and further build a service-oriented village-level party organization.Through a brief carding of the related theories of building service-oriented village-level party organization, this thesis selects several villages in the author’s hometown in Wenshang county, Shandong province as the research targets, and through field survey and through analysis of the available digital resources, to find out the problems in the building procedure of this new service-oriented party organization. Through the research, the main problems are as the following, the lack of the service consciousness, the low service capacity, the shortage of service function, the singleness of CPC organizations and the insufficiency of material guaranty etc. This thesis also tries to analyze the factors that restrict the building of the service-oriented village-level party organization from aspects like the transformation of rural social economic structures, the imperfect of the "two sessions" operating mechanism and the personal feature of the rural party members. Based on this, this thesis would put forward an implementation in terms of increasing service consciousness and ability, expand the function and platform, innovate the method carrier, tamp the material guaranty, establish the system and mechanism etc.
