Temporary Recruit System is the result of planed economy, its objective is make up labor shortage at government. In recent years, China rise abruptly, and urbanization growing rapidly, the executive staff are not able to shoulder the responsibility. Therefore the executive staff have to confront lots of issue, for example:Insufficient human resources at government, unreasonable human resources distribution and so on. In order to solve the problem, the government employs large number of staff from society. In particular, executive at the production line staff at government. Such as City Administration And Law Enforcement, Traffic Management Bureau, Local Taxation Bureau. They tend to employ large numbers of staffs, as a result temporary recruits are large more than formal staffs.In fact, Temporary Recruits at government have disappeared since Labor Contract Law in 2007.According to law and regulations, temporary recruits only take up temporary employment, and auxiliary employment. Administrative Enforcement Law stipulates that administrative enforcement only formal staff carry out and other people have no law enforcement qualification. However, temporary recruits have to take up as the same as formal staff, however salary is not consistent with the work. "Temporary Recruits do" frequently appear, once violence enforcement exposed and threaten government image. All of those, because law and regulations about Temporary Recruits is inadequate, especially status, limits of authority, and right guarantee and so on, leading to management disorder at government. Therefore, the thesis major objective try to explore Temporary Recruits status, limits of authority, and classified them into government employee, their authority restrict into assistance. On that basis, the writer makes a temerarious about temporary recruit development.In view of Temporary Recruits feature, and government employee, they have common in composition, employ mode, relation with employee and so on, so the writer classified Temporary Recruits into government employee, another time, according to Temporary Recruits degree of education and responsibility, their authority restrict into assistance. On that basis, in the end the writer make a temerarious about temporary recruits in recruitment, administrate and exiting.
