The topic of this thesis is to study the historical evolution and status quo of China’s lobby to the United States Congress. The first chapter will introduce American interest groups and lobbying politics to show how does lobby politics operate and develop in the United States. The second chapter will review the historical evolution of China’s lobby to the United States Congress, narratively during the late Qing Dynasty, the KMT Government, the cold war and the post-cold war era.Chapter three and four will discuss the status quo of China’s lobby to the United States Congress. The third chapter focuses on China’s official lobbying which is conducted by China’s embassy in Washington to show the lobbying work mechanism and the use of lobbying strategy. "The Taiwan Security Enhancement Act" in 2000 and "Export Product Quality Incident" in 2007 will be fully studied in this chapter as typical cases. The fourth chapter concentrates on status of Chinese firm’s lobbying to United States Congress, combing the Chinese enterprises’lobby in the United States since 2005, and the typical case "The Safeguard Case on Chinese Tire" in 2009 and "Huawei’s lobby" in 2012 are analyzed.In the study of each case, the author tries to summarize the particularity of different cases the whole picture of China’s lobby to the United States Congress. The five chapter will be the conclusion of the study and make some suggestions on China’s lobby policy.
