China’s urbanization process was regarded as one of the two events that affected human social development process in the 21st century, by Joseph E. Stiglitz, the Nobel prize winner in economics. With the speeding up urbanization process, the numbers of edges and marginal groups, such as land-lost farmers and street vendors also rised. Mobile street vendors are in a weak position in social, economic and political status as a marginal group. Despite of low social status, their roles in facilitating citizens for shopping, meeting the demand of urban low income group’s life and providing some jobs can not be neglected. There is no doubt that they also bring negative issues such as occupying-road business, food safety and hygiene problems, product quality and damage the image of the city, which has been always criticized by the public.The great disparity in strength between mobile street vendors and urban management officers has shaped a regulative management pattern, which is used in the overwhelming majority of cities in China. Although this type of management pattern is functioning in maintaining order and keeping image of the city, it also causes many contradictions, especially the conflicts between mobile street vendors and urban management officers, which has become one of the important factors that sparks social unrest. Under the influence of the social mind phenomenon of sympathizing with disadvantaged groups, city managers are often the vanguard of opinion, and the government is also caught in a dilemma.Therefore, it’s particularly urgent to find a governance path which is effective and suitable for the situation and conditions in China. Marginal governance theory is a break through in government’s unidirectional enforcement, from two respects of institutional tolerance and policy stability, then summarizes three modes further, namely "tactical governance", "political governance" and "regularization governance". These patterns are influenced by certain factors and variables, and then have impact on the use of policy tools. This governance model is dynamic, because every city has its own characteristics, an inflexible model is rigid and inhumane.Based on the marginal governance theory, this article establish indicators on the basis of existing model of marginal governance theory, in addition, proposes two hypothesis on the basis of previous research, first, the level of institutionalization tolerance is influenced by the development of local economy, politics, laws and regulations, population structure, cultural context. The level of institutionalization tolerance is higher when the economy is more developed, the politics situation is more stable, the legal text ambiguity is lower, the population heterogeneity is growing and the level of cultural diversity is higher. Second, the degree of policy stability is affected by organizational, authority, finance and tax, and information tools. The stability level of policy is higher when the organization structure is more reasonable, the regulatory mechanism is more perfect, the fiscal and taxation policy is more moderate and the communication is more enough. And establishing indicators based on the existing theory model of marginal governance, then derives some variables by these indicators, such as economic formation, politics factors, laws and regulations, population structure, cultural custom, regulatory mechanism, tax policy, etc. Through investigation on present situation, analyzing policy and investigating management strategy of mobile street vendors in Chashan town, Dongguan city, this thesis summarizes the characteristics, advantages and disadvantages of mobile street vendors governance of Chashan town, and then puts forward the corresponding countermeasures. The questionnaire part describes the present status of street vendors, including the type of their household registration, living conditions, the causes for setting up stalls and the relationship with urban management officers, and their understandings of relative policies, etc. Combined with the theory of marginal governance, the article analyses the policy trend of street vending governance in Chashan town from the aspect of current laws, regulations and measures. The paper then raises some optimized strategys of mobile street vending governance.Theoretical innovation of this article is to refine the marginal governance model by case study of street vending governance of the Chashan town, Dongguan city, based on the social practical problems, combining theory with practice, use the empirical research as the main method, with the relationship between mobile street vendors and urban governance officers as the main research object, try to build a "harmonious relationship" and do strategy research on both side, thus break the dilemma of urban governance."Harmonious relationship" is a breakthrough reform of contradictions between both sides and ideological shackles, it’s a forced mechanism shaped by social development. It is no longer a single type of top-down authority system, its authority comes from the citizen’s identity and consensus, it’s a regression of power to the public, the governance model is beneficial to reshape the government and social relations, it’s the best medicine in the construction of a harmonious society. However, the construction of "harmonious relationship" will be a complex process full of profit game, and multi-aspect joint efforts under good governance need to be made for this.
